The Bureau of Public Works of Bao’an District’s ongoing series of tender plans for the construction of high-quality campuses in the Greater Bay Area is progressing smoothly. Many excellent design companies are actively participating, each contributing their unique strengths to the architectural design of educational buildings in Bao’an District.

《新桥街道立新水库北地区九年一贯制学校新建工程》全过程设计招标即将启动,诚邀国内外各设计单位一同参与,为宝安区品质校园建筑设计继续提供多维度、多方向的广阔思路。

The tender for the comprehensive design process of the New Construction Project of the Nine-Year Schools in the North Area of Lixin Reservoir, Xinqiao Subdistrict, is about to commence. We sincerely invite design firms both from within China and abroad to participate, continuing to provide multidimensional and diverse ideas for the architectural design of high-quality campuses in Bao’an District.
项目正式公告将于近期在深圳公共资源交易公共服务平台(宝安区)、深圳市城市设计促进中心、日杰瑞欣官网(公众号)等平台发布,敬请国内外设计机构关注和参与。

The official announcement of the project will soon be released on the Shenzhen Public Resources Trading Public Service Platform (Bao’an District), the Shenzhen Center for Design, and the official website (WeChat public account) of RJRX Urban Planning & Design Consultants Co. Ltd., Shenzhen. Design firms both domestically and internationally are invited to pay attention and participate.

新桥街道立新水库北地区九年一贯制学校新建工程项目位于宝安区新桥街道,宝安大道以东,丰洋路以西,西侧与福海街道交界。

This project is located in Xinqiao Subdistrict, Bao’an District, east of Bao’an Avenue, and west of feng yang Road, bordering Fuhai Subdistrict to the west.

项目用地面积30994平方米,新建总建筑面积暂定为62357平方米,其中必配校舍用房建筑面积 42701平方米,选配校舍用房建筑面积19656平方米。拟办学规模为69班/3270学位(其中,小学36班/1620学位、初中33班/1650学位),另需配机动教室9班,共420个学位。

The project covers an area of 30,994 m². The Total Floor Area is tentatively set at 62357 m², of which the Mandatory School Buildings area is 42,701 m², and the Optional School Buildings area is 19,656 m². The planned school size is for 69 classes with a total of 3,270 student places (comprising 36 primary school classes with 1,620 student places and 33 middle school classes with 1,650 student places), Additionally, 9 mobile classrooms are required, providing a total of 420 student places.

项目建成后将提供三千余个优质公办学位,切实解决周边新建居住区的学位需求,并期望项目能融入高密社区空间,塑造教育建筑新形态。
Upon completion, the project will offer more than 3,000 high-quality public student places, effectively addressing the demand for student places in the surrounding newly built residential areas. The project also aims to blend into the high-density community space, creating a new paradigm in educational building design.
项目总投资暂定为66642万元(含开办费),本次总设计费用(暂定)1395万元(含BIM费用124万元)。项目招标范围包含但不限于:方案设计及估算、初步设计及概算编制、施工图设计及与本设计相关的分项深化设计、建筑节能报告、绿色建筑设计及预评价、设计阶段BIM成果、装配式建筑设计及其他补充设计、海绵城市设计、用水节水报告编制、水土保持设计、施工现场配合及编制竣工图,直至工程竣工验收等全过程设计工作。
The project’s total investment is tentatively set at 666.42 million CNY (including start-up costs),and the total design cost (tentative) 13.95 million CNY (including BIM cost is 1.24 million CNY). The scope of the project’s tender includes, but is not limited to: scheme design and estimation, preliminary design and budget compilation, construction drawing and related detailed designs, building energy-saving report, green building design and pre-assessment, BIM outcomes during the design phase, prefabricated building design and other supplementary designs, sponge city design, water-saving report preparation, soil and water conservation design, on-site construction coordination, and the preparation of completion drawings. This encompasses the comprehensive design process until the project’s completion and acceptance.
本项目对资格预审入围但未中标的单位设置落标补偿费。落标补偿标准为:中标单位将被授予合同,不作补偿;进入定标环节但未中标的第2、第3名每家投标人 25万元;确定为正式投标人但未进入定标环节的第4、第5名每家投标人15万元。

The project has established a compensation fee for those who passed the pre-qualification but did not win the bid. The compensation standards are as follows: The winning bidder will be awarded the contract and will not receive any compensation; the second and third highest-ranked bidders, who entered the final round of bidding but did not win, will each receive a compensation of 250,000 CNY; the fourth and fifth highest-ranked bidders, who were officially recognized as bidders but did not enter the final bidding round, will each receive a compensation of 150,000 CNY.

本项目采用公开招标(资格预审)方式,分为三个阶段:第一阶段为资格预审阶段(暗标)、第二阶段为方案投标阶段(暗标)、第三阶段为定标阶段。

The project uses an open tender method with a pre-qualification phase and is divided into three stages: The first stage is the pre-qualification phase (sealed bid), the second stage is the scheme bidding phase (also sealed bid), and the third stage is the final decision-making phase.

1、独立法人机构或合伙制企业或其他组织机构。

1. Independent legal entities, partnership enterprises, or other organizational institutions.

2、具备国家住房和城乡建设部颁发的建筑行业(建筑工程专业)设计甲级或以上资质。

2. Possesses Grade A or higher qualification in architectural industry (specializing in building engineering) issued by the Ministry of Housing and Urban-Rural Development of the People’s Republic of China.

3、项目负责人要求:具备国家一级注册建筑师资格证。联合体投标的,项目负责人必须由牵头单位人员担任。

3. Project Leader Requirements: Must possess a National First-Class Registered Architect qualification certificate. In the case of consortium bidding, the project leader must be a member of the lead firm.
4、联合体投标,需符合以下要求:

(1)如联合体投标,牵头单位需具备建筑行业(建筑工程专业)设计甲级或以上资质。

(1) If participating as a consortium, the lead firm must hold a Grade A or higher qualification in the architectural industry (building engineering specialization).

(2)联合体成员不得超过2 家(含牵头单位)。
(2) The consortium should not have more than 2 members (including the lead firm).
(3)联合体成员不得再单独或以其他名义与其他设计单位组成其他联合体参与报名。
(3) Consortium members may not register independently or form other consortia with different design teams under any other name.

时间安排(暂定):计划2023年12月下旬-2024年1月上旬发布设计招标公告。
