前海已经完成的若干规划蓝图寄托了规划建设者的城市理想：强调城市生活与自然山水和谐共存；注重多样、多层级的公共空间营造；倡导可持续的发展，鼓励低碳环保的交通出行方式，从地下、地面、空中串联起分级成片的交通网络，将轨道、交通与步行合为一体；组织了数次有国际影响力的设计竞赛，吸引了众多国内外的优秀设计机构参与，保证了前海规划设计的高品质。
前海合作区总占地面积约15平方公里，位于珠江东岸，深圳西岸，是国家一带一路战略的重要支点；粤港澳大湾区的核心节点；深圳市海、陆、空综合枢纽与门户地区。
作为深圳城市双中心之一，前海在强化现代服务业，区域服务功能的同时，还需进一步集聚城市公共服务职能，提升城市公共空间品质，激发城市活力，打造功能复合多元，独一无二的湾区城市新中心。
本次前海公共空间国际竞赛是再一次践行前海创新理念的国际设计大赛，赢得本次竞赛前三名的设计机构，将分别获得三个组团的设计合同，并与前海管理局共同探索，从设计到实施全过程，设计师责任制度。
诚挚邀请国内外优秀设计机构，参与前海公共空间的设计与实施，共同助力前海实现独一无二的湾区城市新中心理想蓝图。
01 竞赛背景
Project Context
随着国家“一带一路”发展战略的落实，粤港澳大湾区上升到国家战略层面，珠三角城市群正式迈入“大湾区”时代。前海合作区将成为依托港澳、服务内地、面向世界的粤港澳大湾区深度合作示范区；国家“一带一路”的战略支点；粤港澳大湾区创新合作的新核心引擎；未来城市文明先行先试的新示范标杆；面向未来的独一无二的国际级湾区城市新中心。
With the implementation of the “Belt and Road” initiative, the Guangdong-Hong Kong-MacaoGreater Bay Area (Greater Bay Area) has become an important part of China’snational strategy, ushering the Pearl River Delta urban agglomeration into the“Greater Bay Area” era. In this context, the Qianhai Cooperation Zone willdemonstrate best practices for deeper cooperation in the Greater Bay Area. Alocus for international resources in service of the Chinese mainland withsupport from Hong Kong and Macau, the zone will feature a unique,forward-looking urban center in the world-renowned bay area, a novel coreengine for collaborative innovation in the Greater Bay Area, a demonstrativepilot zone for future urban development, and a strategic pivot for the “Beltand Road” initiative.

根据《前海城市新中心规划》规划要求，前海作为上位规划确定的主要创新极核之一，具备引领湾区发展的强大动能，应积极统筹利用全球科技创新资源，构建国际化、开放型区域创新体系，打造粤港澳大湾区创新合作共同体。另一方面，作为城市双中心之一，拓展城市功能轴向联动发展，在强化现代服务业区域服务功能的同时，也要进一步集聚城市公共服务职能，打造复合型的城市新中心。
In accordance with Planning of Qianhai NewUrban Center, as one of the major innovation nuclei defined in theupper-level plan, Qianhai is well positioned to lead the development of the Greater Bay Area. On the one hand, it will actively coordinate and utilizeS&T innovation resources from all around the world to build an internationalizedand open regional innovation system and a novel cooperative community for theGreater Bay Area. On the other hand, as one of the dual centers of the city,Qianhai will promote axial coordinated development of urban functions,strengthening the regional service functions of modern service industries whilefurther aggregating urban public service functions to create a new mixed-useurban center.
根据《前海合作区步行和自行车系统专项规划》，前海片区范围内共规划了19座跨街公园、9座过街天桥和15座空中步道，由跨街公园、过街天桥和空中连廊组成的空中步道与地下人行接驳系统。营造前海人性化慢行交通环境、提升街道活力，建设可持续发展的绿色交通体系，打造前海特色的慢行系统。
In accordance with the Specialized Planningfor Walking and Cycling System of Qianhai Cooperation Zone, 19 cross-streetparks , 9 skywalks and 15 sky footpaths are planned in Qianhai.The sky footpath system comprising cross-street parks, skywalks and skycorridors is connected to the pedestrian systems below grade. The goal is tocreate a humanized “slow-traffic” environment (for pedestrians, pedaled bikes,etc.), enhance the vitality of the street, develop a sustainable green trafficsystem and slow-traffic space with Qianhai characteristics.
为打造独一无二的湾区城市新中心，秉承以人为本的设计思路，通过营造美丽宜人的公共空间系统，提升公众的幸福感和前海片区的吸引力。
To make Qianhai a unique new urban center of the Greater Bay Area, the Competitionwill follow a people-oriented design philosophy to create an attractive andpleasant public space system, and in doing so, enhance the well-being of peoplein order to make Qianhai a more appealing destination.
02 竞赛设计范围
Work Scope of Competition
本项目竞赛设计内容包含三个层面设计，分别为整体研究与统筹设计、概念设计和节点详细设计。
The Competition includes designs on three levels, namely, the overall research anddesign, conceptual design, and detailed node design.
竞赛整体研究范围：本次竞赛的研究范围包含前海2、7、9开发单元部分区域，为下图所示红色点化线范围，总占地面积约71万平米。
Scope of overall research: The scope of overall research under the Competition includes parts ofDevelopment Unit 2, 7 and 9 of Qianhai area, totaling a land area of 710,000 m²as defined by the red dotted line below.
统筹设计范围：需进行统筹设计的公共空间的用地为下图所示黄色填充范围，总用地面积为29655m²。
Scope of overall design: the public spaces within the scope of overall design total 29,655 m² as shown in the yellow-shadowed area below.
方案设计范围：需进行方案设计的公共空间用地为下图所示G8、G9、G11、G14+绿色填充范围，总用地面积82232m²，公共空间地下和地上的配套公共建筑面积总计23800m²以及下图所示的4座跨街公园。
Scope of design:the public spaces for design include G8, G9,G11, G14 and the green-shadowedarea (as shown below)
totaling aland area of 82,232m², the below-grade and above-grade public buildingstotaling a floor area of 23,800m² as well as four cross-street parks (as shownbelow).
节点设计范围：参赛设计机构可在竞赛范围内选择能充分体现方案设计思路和设计特点的2-3个节点进行更加详细的节点设计。
Scope of node design: Participants can select two to three nodes that can fully reflect theirdesign ideas and features within the scope of the Competition and conduct amore detailed node design.

03 竞赛设计深度
Design Detailing Level
本次竞赛的设计深度均为概念设计深度，在已有的上位规划成果的基础上，对竞赛范围内公共空间、配套公共建筑、跨街公园等进行概念方案设计，并提出公共空间各个地块的规划建设的各项指标建议。
The design under the Competition should be detailed to the conceptuallevel. Based on the existing upper-level planning, participants are required toprovide a conceptual design for public spaces, supporting public buildings andcross-street parks within the scope of the Competition, and propose planningand construction indicators for various plots of the public space.
04 资格预审文件提交要求
Requirements on Prequalification Documents
资格预审文件的提交分为两部分，一部分是电子文件，须上传提交至“深圳建设工程交易服务网”的电子文件；第二部分是纸质文件，须按照公告文件的要求，在截止日之前提交至竞赛公告文件指定的文件接受地点。
The prequalification documents should be submitted in two different formats, namely soft copies to be submitted to Shenzhen Construction Project Exchange Service Net and hard copies to be delivered to the place specified in the Competition Announcement by the deadline.
截止时间于北京时间 2019 年 2月 20 日 17:00 点前。
